CIS is seeking an experienced Security Intelligence leader that can demonstrate effective communications, strategic planning, technical cyber security intelligence analysis, writing, and product creation expertise. The primary purpose of this position is to lead and manage multiple teams within Operations and Security Services (OSS) department, including Cyber Threat Intelligence team of remote analysts and the Liaison Officer (LNO) team mainly located at DHS CISA Integrated Operations Coordination Center (CIOCC) in Arlington, Va. Additionally, the Senior Director of Intelligence serves as a resource for the continued development and enhancement of processes and procedures related to day-to-day security operations.

• Work closely with DHS and CIS personnel and leadership to coordinate intelligence efforts and strategic information and intelligence related to the cyber concerns of state, local, tribal, and territorial (SLTT) entities
• Establish strategic technical direction of the Cyber Intelligence and Liaison Officer teams, including overseeing threat landscape analysis and trends; intelligent collection policies, procedures, products and tooling 
• Work closely with CIS Leadership, playing a key role in cross-functional projects and making recommendations to CIS leadership regarding strategic direction and future growth 
• Regularly evaluate the efficiency of intelligence collection, analysis, and product creation processes and procedures related to day-to-day security operations 
• Stay current on the latest Threat Intelligence Platform (TIP), machine-to-machine indicator sharing standards and sharing platforms such as Structured Threat Information Expression™ and Trusted Automated eXchange of Indicator Information™ (STIX/TAXII) and Malware Information Sharing Platform (MISP); Security Event and Incident Management (SIEM) technologies 
• Represent CIS in a general capacity and present at conferences as necessary 
• Stay current on information related to intelligence standards and compliance regulations
• Mentor and coach team members and managers 
• Other tasks and responsibilities as assigned

• Bachelor’s Degree in Cybersecurity, Information Assurance, Journalism, or a related field*
• Must have a Top Secret Security Clearance and be eligible to be granted SCI Suitability
• 8+ years’ experience as an Intel director, manager, or chief intelligence officer, or related leadership position in Intelligence
• In-depth knowledge of intelligence analysis, cyber threat intelligence, actors, malware, tactics, techniques, and procedures (TTPs), malware, cybersecurity best practices, and various security methodologies, processes, and intelligence sharing technologies (e.g. STIX/TAXII server, MISP, TIPs, SIEM)
• Working knowledge of system log analysis, incident response, forensics analysis, malware analysis, attack vectors, advanced persistent threat actors, and SOC operations
• Excellent verbal and written communication skills including the ability to clearly articulate technical cyber matters to a variety of audiences
• Substantial working knowledge of cyber security threats and mitigation strategies
• Must be willing to travel to DC several times a month (post COVID travel restrictions)
• The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions

It's a Plus if You Have:

• Master’s Degree in Computer Science or Analytics
• Previous senior cyber threat intelligence manager experience with indicator sharing and threat intelligence platform technologies

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
