We are in search of a highly motivated leader and experienced program director who is passionate about working collaboratively to make a meaningful and lasting positive impact on the cybersecurity of State, Local, Tribal and Territorial governments (SLTT).


The Director of Partnerships and Stakeholder Maturity will develop and implement strategies to maintain enduring and mutually valuable relationships with key MS-ISAC partners that advance the MS-ISAC mission. You will also oversee annual cybersecurity survey activities for State, Local, Tribal and Territorial entities and coordinate activities for survey respondents and the broader community that enables them to mature their cybersecurity capabilities along prioritized paths of security development.

What You'll Do

  • Lead, mentor and coach multiple teams related to partnerships and cybersecurity services
  • Identify, establish, build, and sustain effective partnership relationships across key Federal, private sector commercial, educational institution, and trade association entities
  • Leverage partnership relationships to create and sustain activities of high importance and value to SLTT government entities
  • Maintain partnership and coordination with Federal partners including timely, effective, and full compliance with all governance aspects of cooperative agreements, grants, and other program guidelines associated with Federal partner engagement
  • Oversee and enhance the no cost SLTT self-assessments under the Nationwide CyberSecurity Review (NCSR), focusing on quality, maintaining alignment to relevant programs/frameworks, optimizing reporting and leveraging data to improve cybersecurity maturity
  • Provide briefings and recommendations to SLTT, Federal partners, and CIS senior and executive management on cyber threat activity, cybersecurity maturity, and Federal partner and CIS product and service offerings
  • Delegate and effectively manage a complex portfolio of program activities to achieve success
  • Assist CIS Leadership with developing program budgets and financial forecasts
  • Other tasks and responsibilities as assigned

What You'll Need

  • Bachelor’s degree in Public Policy, Governance, Cybersecurity or related field*
  • 5+ years’ experience in program management related to government or policy
  • Knowledge of and experience in cybersecurity threat and risk management frameworks
  • Strong executive analytic and problem-solving skills and attention to detail
  • Excellent interpersonal and communication skills and professional demeanor
  • Excellent customer service skills
  • Experience with the Nationwide CyberSecurity Review
  • Experience or strong familiarity with NIST CSF, CIS Controls, and other frameworks
  • Must be authorized to work in the United States
  • The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions**

It's a Plus if You Have:

  • Previous experience coordinating cyber activities within the SLTT community 
  • Experience managing cyber security frameworks and assessment program activity
  • Industry security certifications strongly preferred but not required 

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.

  • Have not resided in the US for three (3) of the past five (5) years
