The Vice President – Engineering and Product Management will serve as the senior leader for four major divisions within OSS: DevOps, Engineering and Infrastructure, Emerging Technology, and Product Management. The VP and their management team will be responsible for software development, data analytics, hardware engineering, cloud management, tier 3 support of OSS products and services, evaluating technologies for use within OSS by our State, Local, Tribal, and Territory (SLTT) members, and product management/ownership.

• Provide leadership, vision, and direction for the engineering and product management organization
• Manage the engineering and product management budget, with ongoing focus on personnel, vendor, and capital expenditures
• Lead the development of strategic plans for the evaluation, development, and deployment of technologies to support new OSS, MS-ISAC and EI-ISAC products and services
• Act as primary communicator for the vision of OSS’ portfolio
• Build strong working relationships with business leaders, IT, sales, external stakeholders, and CISA to ensure the team meet expectations and contribute to the achievement of business goals
• Define technology roadmaps in alignment with OSS’ strategy and direction from the MS-ISAC and EI-ISAC executive committees and continuously monitor, refine, and incorporate feedback
• Coordinate among internal and external stakeholders as well as contractors/vendors to align State, Local, Tribal, and Territorial (SLTT) organization needs with technological solutions
• Oversee DevOps processes and practices, including automating the handoff of code releases from development to operations
• Implement and manage software development status reporting, metrics, and benchmarks
• Lead software engineering teams and other stakeholders to set goals for improving code quality, maintainability, security, and scalability
• Other tasks and responsibilities as assigned

• Bachelor’s degree in information technology, business or a related field*
• 8+ years’ experience in managing software engineering
• 3+ years’ experience in product management
• 10+ years’ experience leading teams
• Experience in strategic planning, risk management and/or change management
• Experience in vendor/contract negotiations and management of multiple concurrent contracts
• Excellent client-facing and internal communication skills
• Strong business acumen and ability to understand and drive mission objectives
• Understanding of software development methodologies and best practices
• Understanding of relevant tools and platforms (e.g., cloud platforms, web technologies, client-server technologies, continuous integration and deployment)
• Solid organizational skills including attention to detail and multi-tasking skills
• The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions**

It's A Plus If You Have:

• Advanced degree in Computer Science, Business or related field
• Strong presentation capabilities
• 3+ years’ experience in the cybersecurity domain
• Experience working with federal, state, and local government
• Experience leading geographically distributed teams
• Eligible to obtain National Security Clearance preferred, but not required

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent
and relevant experience may be substituted for the Bachelor’s degree.
