We are looking for a broadly-based technical advisor and coordinator who can work across multiple project/program implementation efforts. The Technical Solutions Specialist will be responsible for helping translate business needs into technical solutions that conform to CIS enterprise architectures and technical standards.  This will include helping to develop necessary technical specifications that conform to and complement CIS standards, as necessary, to be used for individual projects or programs. The Technical Solutions Specialist will interact with CIO and CISO staff to evaluate potential project technical products and solutions for compliance with existing technical standards as part of solution evaluation, and assist CIO/CISO is determining standards in areas not defined.

The Technical Solutions Specialist will also serve as the principal technical focal point for a project/program throughout the development life-cycle.  While not solely responsible for the solution design, this individual will be the primary interface to the technical departments and/or vendors/contractors involved in the solution development and implementation, including resolution of technical issues.

• Works as part of one or more project or program teams to provide technical oversight
• Works closely with the project or program manager through the project/program lifecycle to understand objectives and assist in the definition of success criteria
• Accountable for coordination of technical matters across project/program technical teams, serving as the single point of contact for ensuring timely resolution of technical issues 
• Interfaces with the staff of the Chief Information Officer and Chief Information Security Officer to ensure proper alignment with enterprise architecture and CIS standards as well as CIS policy
• Ensures that security requirements and IT standards are properly incorporated into program/project design and implementation efforts  
• Serves as CIS lead for development of documentation of technical requirements for a project/program and ensures that these requirements are satisfied in the design and implementation. These requirements descriptions will also be developed to support RFPs/RFQs 
• Responsible for coordinating, as necessary, technical issues across CIS, working closely with internal teams as well as appropriate vendors or strategic partners 
• Serves as the principal interface point for the program/project manager, the technical team, and vendors/strategic partners for all technical requirements and technical issues
• Other tasks and responsibilities as assigned

• Bachelor's degree in information technology, or a related technical field* 
• 15+ years’ experience in technical engineering, solution design and architecture/planning across large enterprises 
• 7+ years of supporting software development and Systems Integration projects as a primary technical resource 
• Relevant certifications in areas of information technology  
• Excellent client-facing and internal communication skills that include solid technical writing abilities 
• Solid organizational skills, including attention to detail while multi-tasking across multiple projects 
• Proven ability to assess and understand new technologies and technology platforms quickly 
• The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions

It's A Plus If You Have:

• Project Management experience in the Cybersecurity field 
• Prior experience managing Cloud-based implementations of SaaS products and custom developed business solutions 
• Prior experience working with vendor outsourced projects to ensure delivered services ae designed and implemented in compliance with technical and security requirements

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
