The Senior Data & Analytics Engineer will be a senior technical individual contributor position within CIS’s Operations & Security Services (OSS) Department. The Senior Data & Analytics Engineer will oversee the department's data integration work, including developing a data model, maintaining a data warehouse and analytics environment, and writing scripts for data integration and analysis. Additionally, the Sr. Data & Analytics Engineer must provide expert troubleshooting for a suite of data and analytics tools deployed by OSS to thousands of States, Local, Tribal, and Territorial (SLTT) organizations through the Multi-State Information Sharing & Analysis Center (MS-ISAC) and Elections Infrastructure Information Sharing & Analysis Center (EI-ISAC).

What You'll Do

  • Play an analytical role to develop and manage scalable data processing platforms that OSS uses for exploratory data analysis and real-time analytics.
  • Oversee, design, and develop algorithms for real-time data processing within the business and to create the frameworks that enable quick and efficient data acquisition.
  • Make recommendations to OSS executive leadership on product capabilities, direction, investments, and divestments of technologies, products, and services
  • Serve as the senior technical expert on deployed products including Snowflake, Airflow, and other data tools and analytic platforms
  • Collaborate with stakeholders to construct stories that can be broken down into small merge requests, with the emphasis being on iteration.
  • Create and maintain optimal data pipeline architecture. Provide architecture recommendations and collaboratively plan their implementation
  • Assemble large, complex data sets that meet functional / non-functional business requirements
  • Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.
  • Work as part of a team that embraces DataOps
  • Build analytics tools that utilize the data pipeline to provide actionable insights into member cyber events, member data, and other key business performance metrics

What You'll Need

  • Bachelor’s degree in information technology, data science, or a related field*
  • 3 – 5 + years’ experience in deploying and managing data and analytic tools in a cloud environment
  • 3 – 5 + years’ experience working in Data Engineering, preferably as a Data Engineer in a fastpaced environment and complex business setting
  • Demonstrated experience building and maintaining reliable and scalable ETL/ELT on big data platforms
  • Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL)
  • Experience building and optimizing ‘big data’ data pipelines, architectures, and data sets
  • Build processes supporting data transformation, data structures, metadata, dependency, and workload management
  • A successful history of manipulating, processing, and extracting value from large disconnected datasets
  • Working knowledge of message queuing, stream processing, and highly scalable ‘big data’ data stores
  • Experience with software engineering best practices, including source control systems (BitBucket, git), CI/CD, automated unit testing
  • Deploy features independently and engage in a code review that ensures conformity to data engineering best practices
  • Experience working in an Agile/Scrum development environment
  • Experience in data modeling and schema design, using tools like Erwin Data Modeler
  • Continuously supporting BI, Analytic, and Data Science teams and their respective toolsets (Domo, SageMaker)
  • Experience with big data tools: Hadoop, Spark, Kafka, etc.
  • Experience with relational SQL and NoSQL databases, including Snowflake
  • Experience with data pipeline and workflow management tools: Azkaban, Luigi, Apache Airflow DBT etc.
  • Experience with AWS cloud services: EC2, S3, Datalake, Glue, AppFlow
  • Experience with stream-processing systems: Storm, Spark-Streaming, Apache Kafka, etc.
  • Experience with object-oriented/object function scripting languages: Python, PHP, Java, C++, Scala, etc.
  • Experience with Salesforce as a data source and consuming SaaS data via API’s
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Candidate must be eligible to obtain National Security Clearance
  • The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions**
  • Must be authorized to work in the United States

It's A Plus if You Have: 

  • Advanced degree in Computer Science, Data Science, Business or related field
  • Strong presentation capabilities

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent
and relevant experience may be substituted for the Bachelor’s degree.
