Vice President, Program Management- Remote

The CIS Vice President, Program Management will be a direct report to the Executive Director, Program and Procurement Services. The Vice President will be responsible for developing policies and procedures as well as overseeing program and project management across CIS, including leading the CIS Program Management Office. The Vice President will ensure the successful end-to-end governance and delivery of key programs. In addition, the Vice President, Program Management will be responsible for strategic planning, fostering Agile development and ensuring an effective delivery model across the organization. This position will ensure that program scope, plans and timelines, budgets, and program resources are allocated effectively, ensuring enterprise programs meet strategic goals and provide intended business value. The Vice President, Program Management will ensure continuous communication with key internal stakeholders, early identification and appropriate mitigation of risk areas, and emphasize continuous process improvement. This individual must have strong collaboration and communication skills with the ability to influence and build relationships at a senior level across the enterprise.

What You'll Do

  • Overall responsibility for the CIS program/project portfolio and the program management function across the company.
  • Develop a Portfolio Management process and an Agile delivery model to be employed across CIS that includes program management methodologies, tools, program team organization structures, approaches to identify and mitigate program risks, program decision making responsibilities and processes, and successful capability delivery.
  • Managing the governance and coordination of programs managed and delivered by the Program Management Office.
  • Manage the short- and long-term roadmap for the Program Management Office
  • Accountable for the funding and resource allocation and spending of all programs managed by the Program Management Office.
  • Provide regular and timely communication to stakeholders using status reports and roadmaps as well as manage reporting against key metrics.
  • Develop a deep understanding of customer/member needs, business goals and processes to help inform program priorities and improvement recommendations.
  • Regularly communicate with stakeholders and customers to understand and help shape the program strategy and surface critical needs.
  • Review existing processes, delivery models and develop new ones as appropriate.
  • Ensure that program/project interdependencies are identified and linked within portfolios.
  • Drive program management capability development including recruitment, staff selection, skills and competency assessment, performance management, certification, training, and career planning.
  • Prepare and lead high level presentations for program/project management governance.
  • Participate in proposal responses, vendor product/capability assessments, request for information\proposals, and technical interchange discussions
  • Ensure alignment and adherence to corporate, financial, and IT standards (e.g., architecture, compliance, use of CIS data standards, meeting security and privacy requirements)
  • Other duties as assigned


What You'll Need

  • Bachelor’s degree in information technology, business or a related field*
  • 7+ years of experience developing and leading a program management organization.
  • 10+ years of proven Technology Program Management.
  • 10+ years leading sophisticated multiple technology programs/projects utilizing Agile methodologies and tools, using distributed delivery models.
  • Experience in growing program/project management teams and the proven ability to develop talent.
  • Demonstrated ability to build and evolve the enterprise competency in Agile delivery, keeping the organization current on new techniques, methods, and tools.
  • Demonstrated experience managing multiple simultaneous programs involving cross-functional product teams within budgetary and schedule constraints.
  • Experience determining and overseeing complex software and systems development initiatives, utilizing internal resources, external partners, consultants, systems integrators, or some combination.
  • Demonstrated knowledge and use of multiple program management tools, and experience in aligning program management tools and methodologies to program/project needs.
  • Experienced with technology portfolio and risk management tools.
  • Able to operate effectively in a matrix environment.
  • Proven problem-solver with the ability to translate qualitative and quantitative information and assessments into actionable recommendations.
  • Able to inspire the trust, confidence, and the respect of subordinates, peers and senior leadership.
  • Strong interpersonal and teamwork skills -- including oral and written communications, relationship building, collaboration, influencing, negotiation and conflict mediation -- across a broad range of levels in the organization.
  • Ability to work independently with flexibility and focus in a dynamic environment.

It's a Plus if you have:

  • Master’s degree preferred
  • MBA and/or operations experience a plus
  • Complex Program Management experience a plus
  • Background in cybersecurity.


*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
