Overview

The Center for Internet Security (CIS) collaborates with the global security community to lead both government and private-sector entities to security solutions and best practices. CIS is an independent, not-for-profit organization. The Operations and Security Services (OSS) Department within CIS is home to the Multi-State Information Sharing and Analysis Center® (MS-ISAC®) and the Election Infrastructure Information Sharing and Analysis Center® (EI-ISAC®) and provides cybersecurity products and services to over 15,000 State, Local, Tribal, and Territorial (SLTT) organizations across the U.S.

 

In its role as an industry leader in securing the U.S. election infrastructure, CIS has led the development of a rapid, reliable, and cost-effective approach to verifying the cybersecurity resilience of what is called ‘non-voting election systems’. These are systems used in the election process that do not collect or tabulate actual votes, examples include voter registration systems, electronic poll books, and election management systems. The Rapid Architecture Based Election Technology Verification or RABET-V process includes system development and testing standards which, if satisfied, provides U.S. election offices with confidence about the security and reliability of the particular non-voting election system.

 

The Vice President for RABET-V will serve in a key leadership role within the OSS management team, overseeing and managing all aspects of the RABET-V program as a distinct P&L within CIS. This includes day-to-day management of the CIS RABET-V operations team, staff support from across CIS, and associated contractors; providing outreach to and recruitment of election technology providers; recruiting and selection of individuals and companies to serve as assessors against the RABET-V standards; and guiding continuous program and process improvements. The Vice President will be the public face of RABET-V, representing the program to the election community, election product vendors, the media, as well as other key stakeholders, facilitating a robust dialogue and incorporating feedback from the larger election community.

 

The Vice President will be responsible for overall strategy formulation and coordination, strategy execution, and lifecycle management for RABET-V products and services including: product/service evolution; customer and vendor engagement and contract management; profit and loss (P&L) management of the RABET-V service; developing business and pricing models; and ensuring the highest levels of customer satisfaction.

 

This position will collaborate closely with senior CIS executives and various departments both in and out of OSS, including Project Management, Marketing and Communications, Product Development and Engineering, IT, Information Security, Finance, and Legal in making RABET-V the industry standard for the assessment of non-voting technologies.  

 

Salary Range: $147,400 - $221,100

What You'll Do

  • Provide leadership, vision, and direction for staff within the RABET-V team and be accountable for the overall success of the RABET-V program
  • Oversee the RABET-V program budget, develop pricing models, track revenue and costs against projections, and make recommendations to executive leadership as the program evolves and matures
  • Develop strong, trusting relationships and continuously engage with RABET-V assessors, non-voting election technology providers, and the election community
  • Develop and align the RABET-V technology roadmap with input from the election community and elections vendors, and continuously monitor, refine, and incorporate feedback into process and product enhancements
  • Maintain a full product life cycle perspective, and work to balance short-term achievements with long-term goals (such as minimizing technical debt while maximizing resiliency)
  • This role is also a public-facing position that requires a high level of executive presence and ability to build long lasting, effective relationships
  • Develop and lead the execution, growth, and evolution of the RABET-V program to increase adoption within the market by increasing participation by technology providers and state and local governments and prioritizing expansion of the election technology categories covered by the RABET-V program
  • Collaborate with CIS Marketing and Communications to assure branding, social media posts and overall products and services messaging are aligned with CIS vision, mission, and goals while driving program success
  • Identify, manage, and mitigate, as appropriate, program risks
  • Other tasks and responsibilities as assigned

What You'll Need

  • Bachelor’s degree in information technology, business or a related field*
  • Experience in building and managing a service or product line with responsibility financial success, including P&L experience responsibility
  • 8+ years’ experience in program, product, or a similar business management leadership position
  • 5+ years’ experience leading, supervising, coaching, and providing strategic direction to teams and/or individuals
  • 4+ years of relevant work experience within elections administration or its supporting services
  • Strong business acumen and ability to understand complex business problems, interpret business needs, and drive mission objectives
  • Excellent client-facing and internal communication skills
  • Demonstrated facilitation, collaboration and influencing skills to drive decision making among stakeholders with diverse perspectives and priorities
  • Strong problem-solving and analytical skills 
  • Knowledge and use of non-voting system technologies and applications
  • The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions**
  • Must be authorized to work in the United States 

It's a plus if you have:

  • Advanced degree in Cybersecurity, Computer Science, Business, or related field
  • Direct experience with voting system certifications
  • Background in cybersecurity and/or technology development and management
  • Relevant certifications
  • Experience working with federal, state, and local government
  • Experience leading geographically distributed teams
  • Experience with Agile Program Management
  • Experience with Customer Relationship or Sales Management Systems (i.e. Salesforce)

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
