Overview

The Senior Director of Procurement and Acquisitions functions as the Head of the CIS Procurement organization and leads all procurement and acquisition efforts for the Center for Internet Security (CIS). The role reports directly to the Executive Director, Project and Procurement Services (PPS) and manages the staff of the Procurement organization. The Sr. Director of Procurement is responsible for developing the strategy and managing execution across all procurement functions for our dynamic and rapidly growing business. The Sr. Director of Procurement and Acquisitions is responsible for overseeing contract negotiations for the procurement of products and services. This is inclusive of procurement activities that focus on technology, a wide range of services, system solutions, consulting, commodities, and other business requirements. The position will lead or participate in the planning of key CIS strategic initiatives that may rely on contracted support or external suppliers, including ensuring that an appropriate acquisition or procurement strategy is developed and coordinated with key stakeholders. This role collaborates with CIS business leaders, program managers, and staff members and oversees the development and execution of product and/or service solicitations. This includes developing RFI’s, RFP’s, RFQ’s, evaluating proposals from bidders; and negotiating final contracts, including price negotiations. The actions of this position enable CIS business units to acquire the products and services that will meet CIS mission needs.

 

The Sr. Director of Procurement and Acquisitions is expected to implement industry best practices for procurement, including developing and updating procurement standards for CIS.   The position also has a key role in guiding the transition of CIS to an enterprise resource planning (ERP) system that modernizes the procure-to-pay (P2P) process at CIS.

Salary Range: $126,100 - $191,100

What You'll Do

  • Demonstrate leadership through the development and implementation of strategies for CIS acquisitions and procurement operations
  • Implement industry best practices and ensure organizational skills and competence in procurement and supplier management
  • Serve as a sourcing and contracting expert in meeting business needs while adhering to the procurement process, risk management processes, applicable laws, and regulations
  • Serve as an expert to CIS staff on sourcing solutions, negotiate agreements, and develop and manage partner relationships while identifying and mitigating risk
  • Identify, track, and achieve cost-saving and cost-reduction opportunities in CIS acquisition and procurement efforts
  • Apply analytics and metrics in pursuit of continuous improvement team and supplier performance
  • Provide supervision and management of the CIS Procurement team, including making work assignments and monitoring task completion, staffing and recruiting, and staff development
  • Oversee performance management for staff in the Procurement organization including goal setting and tracking, identify training and development needs, and establishing performance standards for the team
  • Responsible for budget and cost management for the procurement organization
  • Other tasks and responsibilities as assigned

What You'll Need

  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, Computer Science, or related discipline*
  • 10+ years of experience in managing teams responsible for procurement, sourcing, and supplier management practices
  • Must have extensive experience with strategic and highly complex business program/projects that include, strategy, planning, product management, consulting, and strategic sourcing
  • Leadership roles and demonstrated experience in procuring large, complex, technology-based systems and working with systems integrators  
  • Experience in implementing the procure-to-pay (P2P) process in an Enterprise Resource Planning (ERP) system
  • Solid operational management and general business skills
  • Demonstrated strong negotiation and contracting skills on large commercial deals
  • Ability to work with diverse groups of internal and external management and associates
  • Ability to quickly adapt to changes resulting from a dynamic and growing business environment
  • Strong communication and leadership skills, strategic mindset, problem-solving, and the ability to present professionally to executive level management
  • Familiarity with relevant legislative and regulatory requirements, including federal and state procurement practices, as well as understanding of standard contractual terms and conditions
  • Knowledge of finance and accounting processes for budgeting, cost projection, cost management, financial accounting, and risk management
  • Must be authorized to work in the United States

It's a Plus if You Have:

  • MBA or other advanced degree
  • Knowledge and experience in information technology, the market and related products and services
  • Not-for-profit procurement experience
  • Professional Procurement/ Supply Chain Management designation or certifications

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
